Assessments of safety-related systems.

Safety-related system

The purpose of safety-related system (TLJ) is to protect pressure from exceeding the permissible limit values for pressure and assembly. For this purpose, it shall be considered to be a safety device in accordance with the pressure equipment regulations. The safety device must meet the requirements of the pressure equipment adjustments.
The safety devices are defined in the pressure equipmentregulation as (a) pressure-limiting devices such as safety valves, rupture discs and controlled decompression safety devices, and (b) as stop devices that either activate the corrective action or cause cut-off and locking. Stop devices include pressure, temperature or surface switches, as well as safety-related measuring, monitoring and control equipment (safety system / safety automation).
Safety automation system (TAJ) means an automation system used to implement one or more safety automation functions.

Assessment of operational safety

The operator shall assess whether the measures defined at different stages of the life cycle have been carried out in an acceptable manner and whether the safety automation reaches the required level of integrity. Inspection or test reports are not sufficient evidence of the reliability or compliance of safety automation, but all stages of the life cycle shall be taken into account in the assessment as a whole. The assessment must start right from the beginning of the life cycle, i.e. from the start of the risk assessment. Deficiencies identified as early as possible are much easier to correct and take into account compared to a situation where equipment installations are well underway.
Functional safety assessment is a measure as defined in IEC 61511-1 with the aim of demonstrating compliance with the defined policies and requirements. It is differentiated into five different life cycle phases: the definition, design, commissioning, in-service and post-change assessment of safety automation. The functional safety assessment is based on other measures such as design, verification or functional safety tests (so-called "functional safety tests" FAT and SAT tests) independent separate procedure. The assessment shall be completed and its findings taken into account before the plant can be put into service. The assessment shall also be carried out at regular intervals during the use phase.
The functional safety assessment shall be carried out by an independent third party.
DEKRA's inspectors are able to carry out professionally the conformity assessments of both in-service and new pressure equipment safety-related systems.
As an inspection body approved by TUKES, THE DEKRA is entitled to carry out statutory inspections of pressure equipment, including assessments of safety-related systems, which must be carried out in connection with periodic inspections.
As a notified body for pressure equipment, the DEKRA shall carry out the safety automation (TAJ) functional safety assessments included in the conformity assessment.

As a Notified Body for pressure equipment, DEKRA carries out the functional safety assessments of safety automation (SA) included in the conformity assessment.

Security related system

The purpose of the safety-related system is to protect pressure equipment and assemblies from exceeding permissible limits. For this purpose, it is considered to be a safety device in accordance with the Pressure Equipment Regulations. The safety device must meet the requirements of the Pressure Equipment Regulations.
Safety devices are defined in the Pressure Equipment Regulation:
(a) as devices which directly limit the pressure, such as safety valves, pressure relief valves and pressure relief devices; and
(b) as limiting devices that either activate a corrective action or cause cut-off and interlocking. Limiting devices include pressure, temperature or surface switches and safety-related measuring, monitoring and control devices (safety system/safety automation).
Safety automation system (SAS) means an automation system used to perform one or more safety automation functions

Functional safety assessment

The operator shall assess whether the measures defined in the different life cycle phases have been carried out in an acceptable manner and whether the safety automation system achieves the required level of integrity. Inspection or test reports are not sufficient evidence of the reliability or compliance of the safety automation system, but the assessment must take into account all life cycle stages as a whole. The assessment must start from the very beginning of the life cycle, i.e. from the risk assessment. It is much easier to remedy and take into account deficiencies identified as early as possible compared to a situation where equipment is already well advanced in its installation.
Functional safety assessment is a measure defined in IEC 61511-1 that aims to demonstrate compliance with defined practices and requirements. It is divided into five different life cycle phases: safety automation specification, design, commissioning, in-service and post-change evaluation. Functional safety assessment is a separate procedure, independent of other activities such as design, verification or functional safety tests (FATs and SATs). The assessment must be completed and its findings taken into account before the installation can be put into service. The assessment shall also be carried out at regular intervals during the operational phase.

DEKRA inspectors are qualified to carry out conformity assessments of safety-related systems for both existing and new pressure equipment.

DEKRA, as an inspection body approved by Tukes, is authorised to carry out statutory inspections of pressure equipment, including safety-related system assessments, which must be carried out in connection with periodic inspections.
As a Notified Body for pressure equipment, DEKRA carries out the functional safety assessments of safety automation (SA) included in the conformity assessment.
